Burdened by the cost of 295,000 pounds of scrap paper every month, the advertiser created a three-month program, using the "Scrap Smuggler" character as the theme. Brochures and buttons with theme graphics were given to employees to introduce the program. Names of employees were drawn everyday. If employees whose names were drawn were wearing buttons, they were given a flashlight key chain (copy: I'm Searching for the Scrap Smuggler). They also received a key to try to open the "Scrap Box" and win a gift.
"Sock The Scrap Smuggler" suggestion cards were distributed and those who submitted winning suggestions received gifts. Employees could redeem their gifts or gamble on winning one of twice the value by maintaining scrap reduction habits for another three-month period. A ballpoint pen given to personnel in the advertiser's three plants helped reinforce the message in the second three-month phase of the program. Scrap paper over the six-month period was reduced 3.5 percent for an estimated savings of $111,000, according to the personnel manager.
